A month later the building of the "Wigwam" for Mr. Singer was causing a shortage of labour, as a resolution in February shows: "The Surveyor having reported that he could not get men to work at the former rate of wages, is empowered to make such advances as may be necessary."

It was originally intended to lay a single track along the old Torquay Road through Preston village. However, Paris Singer permitted the Council to by-pass this road with a new one linking Seaway to Brookfield - which meant that the track could be a double one all through Paignton.
